Natural do Concelho da Povoação, na ilha de São Miguel, a 23 de junho de 1965.
Licenciado em Direito pela Universidade de Coimbra.
Foi deputado à Assembleia Legislativa da Região Autónoma dos Açores (1998-2009), exercendo as funções de presidente do Grupo Parlamentar do PSD e de presidente da Comissão Permanente de Política Geral. Foi Presidente da Assembleia Municipal de Povoação (2002-2009), Presidente da Câmara Municipal de Ponta Delgada (2012-2020); Presidente do Conselho de Administração da Associação de Municípios da Ilha de São Miguel, e membro do Conselho Diretivo da Associação Nacional de Municípios Portugueses. Presidiu à Conferência das Regiões Ultraperiféricas – RUP (2020-2021) e foi Presidente do XIII Governo dos Açores.
É Presidente do PSD/Açores, desde 14 de dezembro de 2019, Membro do Conselho Superior de Defesa Nacional, Conselheiro de Estado desde fevereiro de 2021 e Presidente do XIV Governo dos Açores, desde 4 março de 2024.
Born in the municipality of Povoação, on the island of São Miguel, on 23 June 1965, José Manuel Bolieiro holds a Law degree from the University of Coimbra.
He served as a Member of the Legislative Assembly of the Autonomous Region of the Azores from 1998 to 2009, during which he chaired the PSD Parliamentary Group and the Standing Committee on General Policy. He was President of the Municipal Assembly of Povoação (2002–2009), Mayor of Ponta Delgada (2012–2020), Chair of the Board of the Association of Municipalities of São Miguel Island, and a member of the Board of the National Association of Portuguese Municipalities.
He chaired the Conference of the Outermost Regions (RUP) from 2020 to 2021 and served as President of the 13th Government of the Azores. Since 14 December 2019, he has been President of PSD/Azores. He has been a Member of the Portuguese National Defence Council and a Member of the Council of State since February 2021, and has served as President of the 14th Government of the Azores since 4 March 2024.
